This, Schiff says, means that under House rules there has been no vote to release *this* document. He calls for the document turned over to be returned and a new vote needs to be held.

Anyway, I read this as Schiff's last-ditch attempt to get things to a point where both memos can be released at the same time. (That's not to say that Nunes didn't do something inappropriate, just an assessment of how Schiff appears to be dealing with it.)
