Note that Schiff says there were "material" changes. That, I imagine, will be the key issue in any Nunes response.
Anyway, I read this as Schiff's last-ditch attempt to get things to a point where both memos can be released at the same time. (That's not to say that Nunes didn't do something inappropriate, just an assessment of how Schiff appears to be dealing with it.)

A DOJ spokesperson declined to comment on tonight’s back and forth between the House members over the memo.
(To be clear, I don’t think it’s that surprising DOJ isn’t commenting at this point. If there’s an issue, they’d be talking with Nunes or McGahn (or, apparently, Kelly) first — not the press.)

Reading the Schiff letter, it sounds like the majority redacted information it deemed confidential, thereby "materially changing" the contents. Too bad he can't be less obscufatitory.
