I actually feel this way about every single "Betsy Devos did this outrageous thing" headline, when the Trump Administration is who ultimately should be owning it.

I totally disagree with that. She's a Senate-confirmed member of the president's cabinet. She has legal authority to make significant policy decisions. And, the "Trump Administration" does "own[] it" — because she is part of the Trump Administration.

Exactly. It’s on the Administration. There is a much larger story here - the fact that inexperienced folks are in very large roles due to the Administration’s complete lack of recruiting any qualities candidates. And we all know the reason for that....
