More than half.
Stupid argument. A poll tax didn’t necessarily prevent anyone from voting, but made it more difficult for some than others. Hence, unconstitutional.
Yeah, I'm not saying Alabama's voter ID rule was specifically targeting minorities, but the justification used is this case is really bad.
