As important as the new prosecutions is the issue mentioned almost as an aside in the article: The review of the protocol means there are no executions scheduled. So far as we know, the fed gov't has no execution drugs on hand either.
For context: There have only been 3 federal executions in the modern era of the death penalty. There are more than 60 people on federal death row.
Anyway, it seems a bit odd to raise the issue of the executions themselves but not delve into that side of things when writing a story with DOJ claiming it's somehow reinvigorating the federal death penalty by ~possibly~ authorizing more prosecutions.

as a reporter I’d have a hard time deciding what to do with that info...like that’s a fairly newsworthy tidbit, of course. But then again, it’s not anything we didn’t expect..
