No. This is different. This is a temporary request — because they have apparently NOT been able to work out a bail package.
Yet allowed to do business?
He'll always be out on bail, which means life goes on, with restrictions. Innocent until proven guilty is very different if you're wealthy and can afford bail (assuming bail is permitted)
He is a goner....11 million is peanuts to give up.
He can't travel domestically w/o court approval, he's surrendered his passport(s), his daughter is surety, & he'd blow any chance of a pardon if he flees. Current indictment is also presumed to be just a start for Mueller vs Manafort. Despise the guy, but his wings are clipped.

Why would Mueller's team agree to more lenient bail conditions without something in return? They are trying to apply pressure to cause cooperation, so why let up? Unless there is a prospect of cooperation.
Everything is about give-and-take. Without any give from Manafort, why would Mueller agree to give anything? Makes no sense.
And in a criminal prosecution of this nature everything is about leverage, including bail conditions.
