So, David Stras and Kyle Duncan are moving forward. Duncan is moving forward despite being a nominee from a two-Republican state, Louisiana, and Sen. Kennedy had not returned a positive blue slip.

MAYBE: Grassley pressed Kennedy to return the blue slip to show, "See, senators? You can return it even if you don't know if you'll support the nominee." And of course as Kennedy's a cmte member, he can still kill a nom with his vote.pic.twitter.com/a2XBmmobHZ

Yes, a No on reporting favorably often become a Yes to report w/o a rec. And if Kennedy voted No on "report w/o rec" that it'd be kind of a big deal. Just, afaik it still requires a majority vote in cmte. (short of a floor vote to discharge, IIRC)
