(I'm somewhat surprised Dems are going all-out against him. Is the logic, "If Rs let all noms thru, I guess Ds will just vote no on all"?)
With no filibuster, and Rs in control, it makes sense from a bottom-line perspective. They don't need D votes, so why would the Ds give any?
Is this about the travel ban? DACA? LGBT issues? DOJ more broadly? Sessions? Trump? Obama (Garland)? Life? the universe? ¯\_(ツ)_/¯

Also, tho, Ds could argue versions of these for almost every senior management and policy position, I'd think. So, is this the new norm?

I believe it's just a majority of those present and voting.
(In any event, Pence walked in to the Capitol with Graham, so he would have voted if needed.)
