Not whether to ban, how to implement the ban. All Mattis statements clear that study is "how to implement." Sloppy reporting is harmful.

Reporters are not bothering to read the actual directive, which is quite clear. And Mattis also clear that "study" is how to implement ban.

No, it directs him to plan how to implement ban for those now serving by Feb 21, before ban takes effect March 23. That's what the ban is.

I'm not arguing about if trans people are being hurt now (I think the PI args have merit), & I'm obviously not arguing about enlistment.
