      This is DOJ's appeal about the injunction's scope: If grandparents, cousins, etc., should be exempted, and if resettlement agencies count.

      District ct interpreted the #SCOTUS stay narrowly, to exempt both of those groups from the travel and refugee bans. DOJ argues otherwise.
