Does it not seem it basically is toothless in that counsel can still be replaced on a whim? then they can fight it only after the removal?

Perhaps useless is too strong a word, just feels like it ultimately doesn't block the repeated removal of special counsel.

It's not on a whim. It's for good cause. And, allowing a court challenge to the removal would be allowing judicial review.

There also, I imagine, will be people arguing that the pre-removal court order requirement goes too far and is unconstitutional.
