So if they aren't an "agency", can they still publish this information they have collected for a different from original purpose?
Yes, most likely. There is generally no limitation on purpose of use/publication re data already public. Also, orig purpose maybe related?
IMHO, if data is collected by one entity and published, that does not allow others to collect and publish.
I agree in principle, but since the requested data is all public data already, there's no expectation of privacy (from legal perspective)
The data requested from the states goes beyond what is published by the states, I believe. Mil status, last four SSN, etc.
Requested only if public, and to my knowledge, no state has agreed to provide if not. @cobun did good summary https://iapp.org/news/a/trumps-voter-data-request-tests-state-public-data-rules/ …
My other concern is that lay people (the commission) will attempt to match people based on names and last 4 SSN. That's not going to work.
And security! To avoid agency def, they have siloed data to just a few people, and any database they build will be target, public or not
If this decision puts me, my family, or anyone else with a clearance at risk the @realDonaldTrump better be prepared for another lawsuit.
