Seems like many comments on http://regulations.gov give name of commenter and his/her city. But others redacted. (Each agency decides?)

Big difference between that and phone number and/or email address.

True, and I'd like to know more about agency practices. But my gut reaction is that public comments are like shouting in the public square.
