It's bad in a different way with new repercussions, sure. But that's not a new low. "New low," by definition, sets a new standard for bad.

I don't know that it does. It is "a new low," not "the new low." I think there can be many lows, don't worry. This is, tho, a new one!

I pretty much imagine a vertical scale, and a "new low" means I have to imagine it going lower. Who knew lows could be so complex?
