Thanks for clarifying. But Thomas, by refusing to uphold the stay, puts the Federal District Court's judgment for plaintiffs into effect?
The injunction is in effect, and Thomas declined to stay it.
This means, essentially, Thomas allowed new pro-indigent rules ordered by the District Court to CONTINUE to be implemented?

If Thomas and/or SCOTUS saw serious legal infirmities in District Court's application of ConLaw law w/imminent harm, they'd stay TRO, right?
Why would Thomas let the District Court's order go into effect unless SCOTUS has decided to support District Court and indigent plaintiffs?
