So, THE Clarerence Thomas found IN FAVOR of indigent plaintiffs and UPHELD their TRO against Harris County? I am find this hard to believe.

He denied Harris County's request for a stay of the injunction. It is not a ruling on the merits of the district court's decision.

Thanks for clarifying. But Thomas, by refusing to uphold the stay, puts the Federal District Court's judgment for plaintiffs into effect?
