It's a very transparent policy. Lock up poor people of color, at times in privately run prisons.

It's very expensive to keep people locked up, so locking more people up is dumb (doesn't do anyone good). Must spend more to reduce arrests.
Wrong. It benefits owners of private prisons, builders of new prisons, all those who staff & supply prisons - the prison industrial complex.
