The decision — https://www.supremecourt.gov/opinions/16pdf/15-1111_5i36.pdf … — means that a city can sue under the FHA, but must show "proximate cause" for losses under the Act.

Thomas disagreed w/ the standing ruling, but concurred with the proximate cause standard (although he would have decided it, not remanded).
