Granting cert is a vote-counting measure. I'm not sure what your aim is here, but it appears that it's just some partisan thing, so be well.

Didn't read the entire thread... and bottom line is Cert wasn't granted on a case that needed to be heard by a full Court.
OK. But your insinuations about the reasons and rationale of cert votes reek of partisanship w/o reference to what actually goes into cert.
