Don't disagree! But my tweet was specifically re: 'round up' comment, which is fine in place of 'apprehension.'
The memo does not say they would be rounding up anyone.
It says they 1) could be 2) authorized, 3) w agreement from gov, to take actions 4) "in relation to" apprehension.

It was also to wordsmith whether "round up" could replace "apprehension," which is perfectly reasonable!
NG having 287(g) would be a novel way to allow them to enforce fed law under state auth. & avoid PCA.
If surveil or assist was all that was desired you'd do what Perry and others have done. 287g not needed
