The obvious example is the practice during the Obama years of providing surveillance, but not arrests.
And I'd expect DHS to push for more than mere surveillance, but that's not in the memo. Can't cite the memo for that.
Your selective quotation notwithstanding, states would be encouraged to use NG to do anything including apprehension.
