"100% false," when said by @PressSec, apparently means, "This tweet is not 100% true."
My logic is that the 11-page document was real and drafted by someone so hard to say it was "never" considered.

Saying "100% false" means that the reporting is "100% false." The memo is real and was drafted. Not false.

I undestand. The headline "Trump considering" created unnecessary fear in 10s of millions. Irresponsible headline.

The headline was "Trump administration considering." It was only a tweet that said "Trump considering."
