And so, those are the paths abolitionists have chosen in places where the legislatures have been unmoving. In Delaware, they went to all 3!

Del. legislature came very close to repeal, & gov supported repeal ... but then state Supreme Court effectively ended the death penalty.

So, yeah, it's all complicated & a bit of a mess, but there's no question that Obama ordered a death penalty review & DOJ never finished it.
