This would seem to be one of those situations that
@rickhasen has been discussing, where the appeals court likely will have the final say. -
(Because, 8 justices at SCOTUS means a 4-4 split on a stay request would allow the lower court decision (denying the stay) to stand.)

At that point, the district court extended its temp stay of its prelim injunction "until June 14." That is now the effective order.
