This is corrections employees testifying AFTER the Glossip stay and the Warner execution AFTER the botched Lockett execution.
And the MAJORITY of the employees were not able to even "intelligently testify" about the state's scrutinized, revised execution protocol.
"To increase accountability, the Department should consider appointing an ombudsman to be on-site during executions."
That's the conclusion of months of this grand jury meeting: Revise the protocol again, track the drugs, learn your jobs, hire an ombudsman.
No indictment, no legal action taken. Meanwhile, the Gov's Counsel, the Director of Corrections, and the Warden all resigned voluntarily.
