On Sept. 3, Bunning expanded his injunction from covering only the 4 couples who sued Kim Davis to covering all seeking marriage licenses.

Davis argued Bunning's expansion of the injunction was improper, should have been handled through the class action plaintiffs are seeking.

The 6th Circuit didn't rule on that issue, instead holding that, under fed ct rules, Davis first has to ask the trial judge for a stay.
