@nycsouthpaw Right. Presumably, the Interior appropriations act funds the National Park Service operations, including permitting, yes? -

@chrisgeidner I think you're reading "may permit" as issuing paper permits. I'm reading it as "you don't have to stop ppl from doing this." -
