@chrisgeidner Studies are often used as a delaying tactic. See DADT creation & repeal. Trans people should have been included in DADT. -
@Karnythia You can't both say command would be resistant to immediate change and outside studies that could move the command are 4 "delay." -
@chrisgeidner Comnand can be resistant to an order from Obama, not to change. Discharges already don't happen in every unit.
