So does that mean Sotomayor and Breyer didn’t vote for granting cert?
It means either or both of them could have voted either way. We don’t know. And won’t, likely, unless it comes out in later developments in the case if it gets to the court on the merits and the stay vote is still relevant (which is unlikely, I’d think).

I spent all of last Saturday night reading the SCOTUS rulings regarding civil rights since the Civil War. With a couple small exceptions, SCOTUS rulings have always ruled against Native Americans. To the point you could say it was weaponized to inflict maximum damage to them.

So is it fair to conclude that because no one else signed on to Ginsberg's dissent, Breyer and Sotomayor did not dissent?
Kagan dissented. Often its the primary writer that gets noted.
I know Kagan joined Ginsberg's dissent. What I'm asking is does Breyer's and Sotomayor's not signing on mean they voted against staying the lower court order?
Not necessarily, but it is the most likely scenario. The second most likely is they disagreed with the “majority” but couldnt articulate why.
