PR Governor admitted its officials did not provide clear instructions to doctors & funeral directors on how to fill out the paperwork correctly! Per the article; so, not a FEMA failure but a PR failure.
Your response to FEMA only approving 75 people for funeral relief since Hurricane Maria is to focus on (1) blaming PR gov't (which our reporting has certainly criticized) and (2) to say "death toll" shouldn't be the focus, which has nothing to do w the story.

@TomNamako implying that FEMA was intentionally not counting all deaths in order to deny PR benefits. -
