Pull up Sen Murkowski’s hearings on US response & failures of PR Government & PREPA especially & lack of capital & bonding capacity in PR. Also pull up FEMA & USACE legal limits to missions. Neither “death toll” nor “success” are appropriate measures year after natural disaster.

I read the article first Chris which reflects admission of PR Governor that its officials did not adequately instruct doctors & funeral directors on how to correctly fill out FEMA paperwork-understandable given lack of telecom, electricity, & staffing personnel. I did read it.

Good but I’m not pushing anything except a fuller assessment of the PR disaster & tragedy & use of appropriate measures to judge USACE & FEMA activity than simply a “death total” or a declaration of “success.”
