The new NDAA changed the position's title, I believe. And as he was an Assistant Secretary of Defense for X before and is now nominated to be an ASD for Y now, he resigned from the previous ASD post (the nomination doesn't distinguish which ASD he's been nominated to).
Google suggests this is right.
