Anyway, so, I have a theory on what's going on here.

This isn't, I'd say, about Sessions and Mueller. Sessions is recused, and neither he nor Rosenstein are going to shut down Mueller. So, what's it ACTUALLY about then?

Trump's tweet — https://twitter.com/realDonaldTrump/status/1024646945640525826 … — follows a few days in a row of intense scrutiny — https://www.buzzfeednews.com/article/chrisgeidner/giuliani-trump-comey-flynn-memos-denials-reversal … — of Trump's Feb 2016 Oval Office conversation with Comey about Flynn.

There was this Murray Waas piece after Monday's Giuliani run-around:https://www.nybooks.com/daily/2018/07/31/what-trump-knew-and-when-he-knew-it/ …

And now we get a seemingly wild, but carefully worded, tweet from Trump this morning saying that Sessions "should" do something — as opposed to that weekend when he said "I hereby demand" DOJ to take action.https://www.buzzfeednews.com/article/chrisgeidner/trump-demands-an-investigation-into-whether-the-doj-or-fbi …

When I talked with Rudy on Monday about his obstruction comments re: Trump/Comey about Flynn, Rudy made the following argument to me, part of which would be undercut significantly if the Murray Waas reporting pans out:pic.twitter.com/SyYHR5fqJ5

Now it looks like Sekulow and Giuliani are using this morning's tweet to make the same argument in a different situation Trump/Session about Mueller —>pic.twitter.com/Y8xiIv9qnv

Which, later down the line, they can then pull all together and argue that Trump distinguishes between suggestions and directives, and knows how to do both. All by way of arguing that his actions (in any of these instances) are not attempting to obstruct justice.

And
@PressSec just repeated the “opinion” language from the podium about this morning’s tweet, so this is the position of both the White House and Trump’s outside lawyers.Show this thread -

On the back-and-forth with Mueller on whether Trump will sit for a voluntary interview: “Yesterday, we got a letter back” in response to the prior counteroffer from Giuliani about the terms under which Trump would sit.

The theory is when your boss says you "should" do something. That's not intended to influence your behavior. See how much sense that makes.
-
Yes, I'm aware. In fact, I've written about it.
-
Did your boss say you "should" write about that? And then you just shrugged if off and said, "I'll wait until he lets me know what he wants me to do"? ;)
