This appears to be a key point of this executive order — to allow the Trump administration to attempt to claim that either the court or Congress are to blame if the problem, which the Trump admin created with its zero-tolerance policy, is not fixed by one of those bodies.

The CA Central District Court put that consent decree in place to stop INS from exactly the kinds of abuses the Trump regime and ICE are committing. Trump's policy is already violates that order. I can't imagine the court would make it easier for them to continue that abuse.
