Can you just tell me why did SAGE not shout loud and very clear in feb and mar 2020 that the UK as it is an island it must close its borders and have test and trace and quarantine A S A P ?????

It was quite explicitly a "flatten the curve" strategy until mid March. Reason given - not just by the government - suppression would not be possible. Virus was certainly here, undetected, in January.
