I don’t understand why Universities are being given money in the first place. The income source is tuition dollars and alumni donations right? These things seem like they’re not going to change long term, do they have no runway? Am I missing something here?

My alma mater is ~$14,000/year in-state and $40,000/year out-of-state. Private schools are approaching $60K up from $40K when I went a decade ago. Even better, international students are banned from getting financial aid. /Bonus: Rust Belt public w/pipeline to NYC and SFBA.
