If you have a rooted android phone you can tell it not to connect to 2G cellular networks. This problem doesn't exist on 3G and newer networks. But as pretty much all handsets have a 2G fallback it will throw it's unencrypted IMSI out to them.

I believe you'd need to either turn it off; or remove the SIM card; or if the phone supports multiple SIMs then make a burner SIM card the active one
Might be able to also just turn off your cellular service; but not sure that would be trustworthy
