My friend, , writes much of what I think about executive orders. I think the legality on both UI & payroll taxes is debatable, but certainly problematic, & Congress should look in the mirror to restore Article I.

The problem is that Congress not only wants to limit the President’s powers, they also don’t want to exercise theirs.

Agree with you on this one. Both Obama and Trump's EOs were a result of Congress ( mainly Mitch) not allowing votes on certain issues like DACA and covid relief. Forget pelosi and Trump, Mitch should have Senate vote on covid package.
The Obama abuse of the EO was to get what he wanted politically. Trump's use of the EO was to get the populace what they needed to maintain bcs the House would not act for the people.
Both were outside the balance of power argument but only one was just.
