    I've seen the 7th proposal from Elsevier to UK. My initial reaction: I recommend it be rejected. 1. Read-and-Publish deals reinforce lock ins. 2. R&P deals exclude large fractions of the world that can't afford them. 3. Why should we continue to rent the scholarly record?
