The issue with Bangalore traffic is not because of satellite towns but the interiors. Solution can be having smaller feeder buses/vans from main roads and key areas to all corners and interiors to ensure last mile connectivity. Public transport infrastructure improvement is key.

Sir with all due respect, and God knows i have massive respect for you, please first do 3 things. 1. Take care of the existing roads 2. Expedite metro construction. 3. Introduce efficient metro feeder services. These measures will improve the traffic situation massively.
