They certainly shouldn’t be dependent on arrests, but also, crime shouldn’t be rampant all over the city. Please work to fix the court backlog and prosecute the easy to catch crimes happening every day, all over the city.

If you want to support small businesses impacted by vandalism you should charge the perpetrators. We shouldn’t live in a lawless city, reimbursing for vandalism does not take in account the lost revenue the business can accrue from said vandalism.

Citizens, business owners, workers and visitors should depend on you prosecuting cases which you don’t and thus we have these ongoing types of crimes and blight in San Francisco.

$2000 often covers as little as a single smashed store front window, and with only $1m in funding it will cover ~500 occurrences. It's great that the city is willing to finally do literally anything on this topic, but lets not call something this marginal a victory.
