Genuine question — how much of that is because you're prosecuting less cases? And how much is because of other measures to increase efficiency? (Fully admit I may not understand what is going on here! Just want to learn. I'm not trying to be a hater!)

Why do we want to incentive people to be crime victims by providing victim services? Why not make San Francisco a less appealing place for criminals? They keep coming here because it’s probably the best place on earth to be a criminal.
