Can a DA’s office victimize a citizen? And if so who finds justice for them?

Cops shouldn't be able to turn off their body cams unless they go back to their cars and drive away from what ever scene they was at. Meaning after they're done with their investigation or encounter. They could turn it on at any time, but not off.

Chesa, you’ve made it very clear your only goal is to go after law enforcement. Your office needs to start doing something for the numerous victims of violent crime in this city. It’s very sad and challenging as a resident of this city with a DA who refuses to fight crime.
