That makes no sense. No defense attorney will agree to make their clients do anything, rehabilitation or accountability, because they know you won’t prosecute them regardless Maybe you need to hire prosecutors who can handle DUI cases.

biggest problem with “drink driving” policy is it focuses entirely on the drinking and not on the driving. Instead of prosecutions, $ should be spent on getting *everybody* (drunk or sober) out of their cars and onto bicycles and public transport. that will reduce drink driving

Yes, we need to focus on prevention. You use the word "accountability" as a placeholder for conviction. CA law imposes additional penalties on repeat DUI offenders. They aren’t simple DUI’s . My neighborhood has demolition DUI’s. It’s always multiple cars involved. No dry wreckless here.
