Actually I think this illusion is not really what it seems. In this case vision is probably using the arrow heads rather than the color to define the line boundaries. Hence the effect is not really a misperception of line length but rather is a second order contour.

Simply squinting to blur your vision shows that the individual elements are integrated as wholes from which we judge length. (What is a “line”?) Mike Morgan has some conceptually related papers.
