RAMSEY GREEN, with infrastructure: The Sewage system is still fragile he said, so its a fluid situation. Since Katrina, he said there has been a lot of investment. Big threats- loss of power and flooding.

Dr. Avegno, director of health new orleans: Hospitals and healthcare system is hunkering down and caring for patients within walls. First responders will be "unable to get to you. please do not go to the hospital. Stay put."

NOPD: New Orleans is activating all hands on deck and 24 hour shifts. "Do not put ourselves or our fire departments or EMS in harms way. Hunker down."

NOPD: "We will not allow any looting throughout this process and we will be out there to enforce that. We will have to hunker down at some point ourselves. Please do your due diligence."

Director Morris: "Experiencing some intermittent service issues in 911, but that's been fully resolved. but 911 is for life threatening emergencies only. All public safety agencies are making decisions on whether to respond -- could be delayed."

LA NATIONAL GUARD: We have boat teams, high water rescue vehicles, etc. ready to go. Helicopters and aviation to follow up after the storm. Working with mayor to facilitate after the storm an evacuation for whoever needs it.

Officials: 74-100 mph sustained winds likely after landfall. Water levels rapidly rising. In terms of winds in the city - 50-70 mph are already happening.

NO City Council: It's all hands on deck with sewage and water board situation and already dealing with some power outage situations that entergy is dedicating resources to.

CANTRELL: JUST NOW - Notified of power outage relative to entergy new orleans side of operations. Thats where the request for water conservation comes from.

CANTRELL: Over 14 billion dollars has been invested in Levee system since Katrina. We are confident in the levee system. But, as we move through this hurricane we will learn more.

RAMSEY: We in this city have had 16 years since Katrina to understand the evolving changes in the climate. Thanks to science and analytics -we FACTUALLY know that the levee system is incredibly strong.
