I suppose I could also just send a patch to Plex that makes it perform a directory listing before trying to open files, because lol OS X.
Considering just telling rsync to just drop any non-ASCII character, and doing the same in my iTunes scanner.
Anyway basically it appears more complicated than I thought to successfully round trip a filename between OS X and Linux.
