You realize that would already be possible with Social Security, right? Except it's illegal, and the law hasn't actually had a very hard time stopping it. A lot of your retirement benefits are shielded against bankruptcy.

That's not a hard case: Make it illegal to accept hypothecated benefits. (Not to sell them!) Then the company has to refund the money in a clawback and penalties on top, making the entire industry unsustainable.

I'm pretty sure it's illegal to buy or sell SNAP benefits now, and I'm pretty sure it does happen but not on a large scale.

Well, for starters UBI is a [basic] income scheme and is neither supposed to cover e.g. extreme medical costs, nor is supposed to be fungible like that. Second, I think all social safety nets defend against that general class of exploitation already, with moderate success
