He didn't really say 'enforce monogamy' though, from what I recall, he said the reason why societies often do that is to prevent a few males monopolizing all the females. I don't think that's a contraversial statement.
the government enforcing monogamy would be bad because the government could be taken over and the enforcement could be changed. what's desired is grassroots enforcement, treatment of those who don't behave properly as scum

I agree, it would! That's why I think he must be suggesting government-mandated-gf if he's suggesting anything. This raises another issue, which is the number of people following alternative lifestyles in this regard is still very few, so they can't be the cause of troubles.
