the company isn't evil, it's just rationally following its incentives, but its incentives might be perverse
that… doesn't make sense to me. it's the company's job to get labor as cheaply as it can. if somebody's getting welfare, they can afford to work for less than if they weren't. which makes the welfare a transfer to the company

This is backwards. Welfare increases the reservation wage--the wage required to work the marginal hour. Without welfare, people would be *more* desperate, not less, and this would be reflected in wage demands.
